Blank Page Why

In the past, printed manuals contained some blank pages, usually with the remark 'this page intentionally left blank'.

Today almost all blank pages have disappeared.  If some still exist, they present flatterly comments like 'for your notes' instead of the truth: This page intentionally left blank!

On January 8, 2002, President Bush signed into law the 'No Web Page Left Behind Act of 2001' which introduces back these pages to the Web.

The Act is the most sweeping reform of the Web since 1985 and will help close the achievement gap between disadvantaged and minority web pages and their peers.

Finally the Act guarantees internet wanderers a place of quietness and simplicity on the overcrowded World Wide Web -- a blank page for relaxing the restless mind.
